Hi Jim
I recently went through this with a seller. I waited two weeks and no card or communication. Ebay required me to notify the seller first before opening a case. Email sent, three days later and still no response, I opened a case against the seller. Had my refund in twelve hours. All that for a card (modern) totaling $15.
