PSA pricing percentage differences from one grade to another???

It's different for every card and grade. Any where between 10 and 10,000% from what I've seen.

Henderson rc from 9 to 10 is the example for the high extreme.

Prewar cards often have a big jump from 4 to 5. Not sure about that specific Ruth. I would guess 50-100%.
