Without any sort of manufacturer info and/or trademark I'd guess it's a homebrew sort of card that the seller uses as a thank you.
I've gotten stuff like this in the past from eBay sellers. I got a 81 Fleer Yaz in a birthday greeting just the other day from a guy I bought a couple of cards from last fall. He missed by b-day by exactly two months but it's the thought that counts.
