As I understand it, a large find of T215's were discovered in Louisiana quite a few years ago, so they are considered a Louisiana issue.
Personally, I do not consider the T215's to be a Louisiana issue. They were printed in New Jersey, unlike the T211's, T213's, T214's, and T216's. I have been putting together a type set of cards that were printed in Louisiana, and this set does not include T215's.
