Best option out of the 3 you've presented in my mind would be a Premier HOF'er in as high a grade as your $2k will buy.
I would not focus on Cobb at that price point, but rather Matty/Young/Johnson, maybe Speaker, for much better value. But if you're looking at this from an investment standpoint, it feels like we are at a recent crest of pricing with a lot of interest in T206, and so not a great time to do so. Some of the run up in prices has been pretty exuberant... I would suggest that there is much greater upside value in T-cards *outside* of the T206 set at the moment. .
