They could be used by any ATC brand that was using that factory listed. Similar to the T113 Types of Nations that had 13 or 9 different brands listed on back as opposed to ones specific to a brand like Recruit or Sweet Caporal.
The Factory 3 cards were likely Inserted with Coupon Cigarettes among other possible brands.
