1959 Topps #431 Whammy Douglas.
Both the yellow splotching and the black dotted lines in the bottom white border are recurring. Whammy lost an eye as a child, but still made it to the major leagues. He only played int he majors in 1957 with the Pirates, never appearing in a game with the depicted team on his 1959 card.
