Non "Slabbed" 52 Topps Mantle Card Prohibited on Ebay

I sent a total of 35 cards to PSA on four different submission forms. I wrote that I would like any ungradeable card to be slabbed on only one of the submission forms and they did slab all 6 ungradeable cards on that form only. I called PSA and was told I would have to pay the submission fee again and it was up to the grader whether the card would put in a case. I still can't believe that Ebay can cancel an auction for this reason.
