I don't know if it was soaked or not, but it is obviously two different scanner settings being used.
Looks like more of a Sharper setting was used on the PSA scan and a Descreen setting was used on the SGC scan to smooth everything out and avoid moire patterning when blown up. Also, whites and off whites are notoriously all over the place depending on minor setting differences.
