I have a feeling adding only 1 to 3 cards a year will cause you to lose interest real fast. I would go for the set in low grade as you go and pick up some bigger profile cards as you go. I just don't think it will be as fulfilling to only obtain a couple cards a year. Plus if you pick up raw commons along the way you will get to learn more about the set in the process. And you'll be able to appreciate the cards a lot more.
