The "trick" before was to change the url/address of your browser from www.ebay.com to www.ebay.ca and the best offer price would appear. There was a separate thread on this a few weeks ago.

It works on the ipad eBay app if you DON'T click on the card. Viewing it in the scroll down portion of the app will show you the accepted Best Offer. Once you click on it, it reverts back to the initial BIN.
