I've only sent one bubble mailer from U.S. to Canada recently and yes, not able to insure via 1st class mail and about 5 times the postage. I can send the same package within the U.S. for $1.93 and I think this one cost me about $9-$10.
Oh, and it got hung up in customs for about a week!!
