With the condition of the card and the "Book" price your risk/reward for getting the cards graded is very low. I would go ahead and have it graded and also specify no "qualifiers" or you can go to BVG or SGC where your card will just be given a grade.

Either way, you're fine getting that card graded

Looks destined for a O/C qualifier. However, lately I have only been receiving O/C qualifiers from PSA on cards with 8 quality or better.

I submitted this card at the East Coast National. I received the grade yesterday, PSA 6. I now have 3 of these cards: PSA 4, 6 and 8.
