It's around a $10 fee for them to look at the eBay auction (which is why he told you to list it). So, I'm betting that's what he's referring to. If it's comes back authentic (I'm not familiar with the sig so hence the "if") you would be able to send it in for the full authentication service and they subtract that Quick Opinion fee from the total.
