Close out your unpaid item case with Ebay so you can get your fees back and put him on your blocked bidder list.

In your listing preferences you should be able to choose to block anybody from bidding who has 2 or more closed unpaid item claims against them in the last 30 days, 180 days, or 360 days.

Doesn't help if they don't have cases against them already, but it's about the best you can do for bidders you don't already know enough to put them straight on your blocked bidder list.
