Could it originally have been another different bobblehead, that was later painted to portray Expos? If you look at the green paint on the bottom/side of the base, it shows a much further degree of wear than the remainder. The word "Expos" on the base also looks to be hand-painted, as opposed to a typical decal. Same for the Expos logo on his chest.
In addition, his uniform is so white that the paint looks newer than the Bobblehead itself. It could just be the photo or the flash, but I would also look closely under the head-rim to get a better handle on what (if anything) was done to the doll.
