I doubt it.
Unfortunately, the PSA/DNA certification is indeed for a graded 9 Ruth cut. I assume someone figured out how to make it look like this fake is in that holder. Or maybe they opened the holder, pulled out the original authentic Ruth, replaced it with this fake, and resealed it. One thing for sure, this autograph was not the one authenticated and graded by PSA/DNA.
