I've seen cards in much worse shape assigned a numerical grade. Nothing appears very obvious for why they wouldn't assign it a numerical grade.
Here's a really stupid question - when it was re-submitted for a numerical grade, did you pull it from the holder or did you send it back to them explaining that you inadvertently checked the wrong box. I didn't know they have the option to just "authenticate" a card and not provide a numerical grade. To me, that just seems odd to have that selection available to the submitter.
