When I worked at USPS anything that was torn open and empty would get scanned "received without contents" and it was up to the carrier if they would put it in a "we care" body bag. No carriers would deliver an empty bubble mailer without one or the other, if only to leave some kind of a trail and keep themselves from getting blamed. I also never had a package ripped open after I delivered it. Might disappear from the mailbox but nobody would steal a bubble mailer, empty it, then put it back. |
