Brian - yes, Paypal can go into your account and pull out money. However, by the time any claims are filed and the scammer does the runaround, all of the funds in both his Paypal and bank accounts are usually long gone.

Warshawlaw - similar thing happened to me. I bought a Goudey Ruth through ebay using a credit card through Paypal. The seller sent me an empty box through Fedex. Paypal did nothing because, as far as they are concerned, the seller sent a box of something with proof of mailing. Luckily I recouped my money through a credit card chargeback.
