Help on a Cobb T206 Bat Off Shoulder

...this dealer/seller prefers (or has preferred in the past) PSA over other graders for the Mr. X collection. As such, any cards from the Mr. X collection not graded by PSA must be reviewed with stricter scrutiny. Why didn't he go with his preferred vendor here?
