Is ebays 500% store fee hike effecting card market?

That is a fair question. I think the answer must be no since the vast majority of what I see in the store listings is grossly overpriced dealer inventory. I would guess that ebay made the change to generate more revenue out of the store system since it so rarely results in sales commissions.

If collectors complained about the volume of crap and overpricing, the raised listing fee should be viewed as a positive. With the former 2 cents listing, a seller could add anything at any price as it wasn't expensive if things never sold.
