In your situation I believe it is you who should make the claim. You have the info and you have the damaged item. You can show the PO exactly what is being claimed.

For claimed non-delivery I think the seller should make the claim and I agree that the buyer should not be refunded until the PO has done its investigation and has in fact paid on the claim.
