PSA Rejects?

Ok so I get a 52 Topps card back from PSA, they say it's trimmed I say it's not. I had to call to check on my order and I asked the rep how I go about sending it in for a review and she basically said I just re-submit it and pay the grading tier.

Can this be right or did the rep just get it wrong?

I had this happen to a 1993 topps Jeter RC that they sent back trimmed and it came right out of a sealed set. I went back at the national and they graded it at no additional charge.

Has anyone else delt with this and how has it been handled?
