1895 Hugh Duffy Mayo -- Autographed

I don't see anywhere on the authenication label where the autograph was certified. I'm guessing that the low grade is because GAI probably felt that the card was "marked" with ink. It could have said Fred Flintsone on it and it probably would have still received a 1.5 grade. Does anyone else feel the same about this?
