Toby - as best I can tell there is no T202 with Devlin and Wiltse on the side panels of the same card. I assume you are referring to the "Too Late for Devlin" mid-panel which shows on 6 cards with the following combinations (sorry, I've got no opinion on if it is Joe Jax):
Ames/Meyers Crandall/Meyers Devlin (Giants)/Mathewson Devlin (Rustlers)/Mathewson Marquard/Meyers Meyers/Wiltse here is the image for discussion:
