Hi Phil, the instructions are often absent even from otherwise relatively complete examples of the Johnson game; not to claim we've never missed one, but in many years of collecting and researching games we've never once seen the rules for sale without most of the rest of the game included.
Your best bet would probably be to keep an eye out for a badly beaten example of the game that nonetheless does include the instruction sheet. You could probably get such a thing for a little under $100. or thereabouts.
