I'm sure that it's been discussed at some point. As someone who has collected T206s for decades, and have probably flipped though 10,000 cards at some point or other, I'd say that oversized cards are reasonably common - meaning more than just occasional. Additionally, 'short' cards that were factory cut (not trimmed) are somewhat common as well.
For some reason that I cannot quite understand, I've personally observed short and tall players to exist in greater frequency on certain players than others (although admittedly this could just be 'luck of the draw'). My theory is that in 1910, quality control simply didn't care too much if a card was cut 1/16" too long or too short, they managed to find their way into packs --- so long as they still could fit.
