Because of the style of hats I would guess late thirties through the late forties...very reminiscent of Leon's hat wearing icon.

Neat piece, my guess is they used a generic stadium scene and then labelled it Visalia. For all we know this could be the only baseball themed card in the whole game, and that it was more a game of Life, or Travel, or putting together a newspaper, or....
Maybe a boardgame discussion forum would know more. |

This reminds me of an old newsreel for some reason...like the previous poster said, might be a game piece to something...maybe ask the non-sports side.
