Default Surprised No One Mentioned This

Adrian is auctioning his '52 Mantle and lots of strange things going on with the listing. First it was listed for a straight auction and got 21 bids ending last night:

Since then it has been relisted several times under the claim that the buyer could not pay. (less than 24 hours later) Seems odd considering the winning bidder has over 2000 positives, 100% rating, and has bid on 500+ items just in the last 30 days.

It goes up...then ends...then gets relisted a few minutes later at an even more optimistic price:

What is going on here? Not that I am interested in the card but how can this be going on legally considering so many people bid on the original listing? (I know this card is post-war but worth mentioning here)
