Those Cobbs would have graded 5 and 4 respectively, if graded just a few years ago. Anyone who submits cards for grading at the current time is pretty much getting screwed.
As for the tilting cards, it still amazes me that anyone would use PSA, and that they consider this to be an adequate presentation of such great cards (or any cards for that matter). Create a damned slab that fits the card! It's not like T206 is a rare issue, for God's sake. As for the "framing" of the cards... no amount of tapping and manipulating is going to fix those ugly crumpled baggies that surround the beautiful cards. Those Cobbs (like all vintage cards) would look infinitely better framed in black "tuxes" that actually fit. I'll never understand how anyone opts for PSA, but suppose beauty is in the eye of the beholder.
