He's just having a little fun. The card he posted is a fantasy piece, one that he likely created. Jolly is fairly skilled with Photoshop, etc.
The regular issue card was (more or less) a fantasy piece, too. Topps cobbled together the game-action shot and stands filled with fans. Had they released the game-action shot with its original background, Topps would have shown a relatively empty ballpark. That wasn't in the original Topps release.
