Default Ball player or just a citizen?

I posted this on the main page as well but since it just came with my 52 Topps cards, I thought I'd post it here as well.

I received this photo wrapped around my recent 52 Topps card purchase to protect them and although it is more than likely just some random person taken years ago I thought I had better ask first, just in case, before I throw it out?

I don't know photos and their age at all but this is, what I believe/can make out, etched/written into the lower right of the cardboard frame:

That's why I thought I better ask.
Just the fact the seller is selling old-ish baseball cards, I thought the chances, although slim, might be a bit more than just that of a non-collector/seller of baseball cards and memorabilia?
