The guy is also selling signed game used letters from Steiner. A little more of a gray area because they are signed letters. But what are the odds the Jeter and Rivera letters will eventually be matched up with hats, etc. that came off the shelf at Modells and sold as game used?

Any LOA or COA that does not have a photograph of the item as part of the document, is totally worthless anyway. Even then it's of little use.

Maybe to the educated buyer, but a person wanting to purchase an autograph for their child and has vaguely heard of Steiner and sees that card attached to an autograph would assume its real.

For example, someone has a crap Florida autograph with a MYST-O-GRAPH COA, they replace that COA with one if these and it's definitely more appealing.

In your example, it probably wouldn't matter if it were Myst-O-Graph, Morales, or LLC. They don't know reputable from not. The consumer is mistakenly putting their trust in a piece of paper that, in a righteous world, would be warranted.

Besides, how would they remove those godawful holograms?

At least the letters indicate the items are also signed. So to pull it off, they'd have to produce a convincing forgery on the item as well.
