Any thoughts on authenticity or value? Owner wants an offer and it’s out of my wheelhouse

You should upload the pictures somewhere else (imgur, Facebook, etc) and then use the Insert Image button above (yellow/mountains) to provide higher resolution images than those tiny thumbnails.

This Rizzuto card is most likely authentic. I have a couple of 1948 BOWMAN Blank Backs, and at least one of them has the name written on the back.

I cannot suggest a number to give you to offer, as I acquired mine many years ago and they were very inexpensive then.
