Default Help dating a press photo

I am trying to date this press photo. The item came from the Duke Hott collection and was part of a group of other photos and programs from the mid to late 20's. I have never seen an INP stamp from the 20's (this one looks like a 30's stamp to me). I ultimately would like to sell/trade the picture so I want to represent it as accurately as possible.

That does look representative of a 20's INP stamp to me.

This photo dates to 1933-1940

1928 and earlier say Newsreel rather than News photo. The paragraph describing licensing was introduced in 1933.
