As a buyer, we currently have 3 avenues to dispute a sale. Ebay, PayPal, and the credit card tied to my PayPal account.

Ah, that's true, but I'd imagine the majority of buyers use their PayPal balance to pay for items on eBay now (I could be wrong).

I can't speak for the majority but I try not to leave any balance in my PayPal account. And if I'm dealing with a seller I'm not familiar with I use the credit card option rather than the bank account. Just in case.
