Default PSA 9 Ruth For Auction

So I found this story on CNN - I have never had a card graded but I follow the threads here and elsewhere on grading and it's many issues with interest. Here is an image of the card and a link to an article. To me, this doesn't look like a 9 - there seems to be staining in the upper left hand corner and the bottom edge has centering/leveling issues.

Should this be a 9??

Graded 20 years ago. Stain may have been cleaned/bleached and then returned. Recently reholdered, so it could have been caught at that time. But then what do you do? Grade guarantee and all that...

I've always thought pre-war cards were graded a little more favorably than post war cards for the most part, especially if the player is a famous one.
