From the Sixties Topps sets, I'd go with 1967 for toughest to complete.

Always wanted the 1972 Rod Carew High Number Topps Baseball Card 695 but never got the opportunity to buy one even low grade.. Someday..

The 53 Topps Milt Bolling isn’t that hard to find but it sure is pricey for such a crummy player.

I agree with Geno about the last series of 1967 Topps, with Ben about particular T210s, and with Darren about counting backwards from 10.
