Default Source for modern packs?

As I build some modern master sets, I like to save representative unopened packs and wrappers for the albums. It is getting harder to find individual packs or small multiple lots on eBay - usually my options are unopened boxes or lots of 10 packs or some such.

Does anyone know of a good source for individual packs from the late 1990s-2000s? Particularly Topps base issues.

If using eBay and you only want an example for a collection I would suggest searching for blaster boxes or retail only cello packs.
