You can also contact State consumer complaint departments - they will deal with almost anything, just out of principle, to keep fraud out of their states...small potatoes welcome. I don't have phone numbers, but I'll be dealing with Florida on Monday.
As expected, the U.S. Postal Service is a real long-shot.
A friend of mine recently collected about $200 using a local Florida consumer complaint department - they were very persistent. Even though the guy used a fake name on his web-site and for his company (selling c.d.'s that didn't exist), they still tracked him down using a dog license application! Then they hounded him until he sent the check.
