PSA numbering

I just received 2 submissions back from PSA and their certification numbers were 02254448/49. I thought PSA's cert's were sequential with Wagner being #1 and proceeding up from there to 12+ million today. Why are they issuing cert's in the 2 million range? Are certification numbers reissued if someone notifies them that a card has been crossed over? |
