Default Ebay retract bid policy

From a sellers stand, i had someone bid on 2 items. Each with a starting bid, and no bids. They bidded several days in advance...and then the last day they retract (stating for wrong amount) ..which is B/S.
Now, the policy says, once a bid is placed, it is a binding agreement.
From a seller point..they are allowed to retract in some instances, but in this case, clearly not.
I have looked in Ebay trying to find post/threads related on how to report the buyer lynetter219 (1035) but cannot find anything to report to Ebay, I was looking to see about suspended his account.
All i can find is where i can block this buyer.
I know we cannot force the buyer to pay, but there should be some slap of the hand. In this case, it cost Ebay some money.

Unfortunately the only thing you can do is block him and move on. Right or wrong, eBay does allow bid retractions.
