It's the 1953 Milwaukee Braves, their first year in Milwaukee. #4 Sid Gordon is the player in the upper left corner, he was traded to the Pirates in December 1953 so that means it cannot be 1954....

I could be wrong but I don’t think they were sold to the public, if they were they would have been in those plain white wrappers at a few select stores in the Northeast as a test market.

Not all of the cards on the two sheets have blue dots, the Orioles that have them are Doug DeCinces, Tony Muser, Doyle Alexander, the Mike Flanagan rookie card, and (I think) Dyar Miller.
