Strange one indeed! I am curious too!
Hemus was fired in 1961 I believe, and James began with STL in 1960, so I think that would put this ball around 60-61 if it were signed at a game. Cardwell, as said before, was never a Cardinal, but this ball could be from a spring training game, MLB game, or even a celebrity event (awards dinner or golf tournament). I am pretty sure that sig under Boyer (appears to be "John") is NOT an MLB player; could be an executive, scout, front office or even some type of celebrity. I have a few signed balls from the 1960s with oddball group of seemingly unrelated signatures, most all of them trace back to Professional Baseball Players Association of America golf outings, dinners and such. That "ICE" looking combination of letters detached from the name may be a suffix of some kind.
