Not necessarily. PSA and their great marketing team made these flips for a short time when the first changed the slab. You know the tamper proof ones.

Then after several sent in their cards for reholdering they changed the flip to have that strip on the back you are referring to. It was great for them because it got several to get their cards reholdered twice.
