The person was not on eBay. This was a new member on blowout. I believe he is a pawn for all the bad slabs coming out of Mexico as he is located in San Diego. Regardless, the problem definitely exists and hopefully there is a solution at some point in the game.

The solution will be law enforcement, presumably. Although this has been going on for quite some time and it still appears to be.

I anyone wants to see the bogus PSA 10 Jordan rookie along with the PSA 10 Brady he offered up I am more than happy to share.
