Did it come with any documentation from Topps?
If it was laser etched than it’s worth about $5 They didn’t use lasers in the 60’s to make printing plates. They used photo sensitive metals to transfer images from original artwork. Without documentation or a metal test and a printing expert I don’t see any value. You may have been scammed or you may have something of value.
