The PCL was really a major league in it's own right, although it wasn't MLB.

Many players salaries in the PCL were comparable to Major league, plus you get to live on the west coast Some players made the decision to stay in the PCL, even though they could have done well in the "majors". I personally don't consider the PCL a minor league. There are no MLB HOF players in the Obak sets, PCL stars are not eligible for the MLB HOF. There are plenty of PCL HOFs in the set, though.
