Your opinion: would this card get an off center or miscut rating on Cross to PSA???

I'll defer to the registry and post-war specialists, but I can tell you PSA either does not care too much about back centering or is inconsistent on the subject. Back centering doesn't much matter to me and I am not a registry guy, but here's a prewar card to illustrate:
